Within the scope of work package 1 technical consulting services and assistance concerning the implementation of the CITES regulation will be provided: The working group for technical project coordination will be advised according to the specific needs and kept informed about the ongoing process of the project. Furthermore concepts will be elaborated for two websites, one for the information of the administration and one for the information of the public. Additionally assistance will be provided in drafting legislation and in promoting existing CITES legislation. Promotional material on CITES will be made available. A draft guidebook on common species and products subject to international trade will be prepared. CITES species in trade will be monitored at the Atatürk airport.

Work package 2 is dedicated to the facilitation of the establishment of a CITES office in Turkey. Therefore the current state will be analysed and the future needs of such an office will be identified. The experience of other Member States will be evaluated and study visits to Germany and UK will be organised in order to gain additional experience.

Work package 3 includes the organisation of training programmes designed for experts, inspectors and custom officers. The training measures will address the effective implementation of CITES, in particular the identification of products and species and the management of rescue centres. Additionally study visits to Germany will be carried out in order to learn from experiences in other Member States.

Within work package 4 a feasibility study will be carried out on the need for upgrading existing rescue centres or building new ones. This includes the evaluation and analysis of the current state of the rescue centres and options for improvement. Another feasibility study will be carried out within work package 5 on future needs for further effective implementation of CITES.
